The Essex County Sherriffs’s Department consists of 600 uniformed officers and civilian staff led by Armando B. Fontoura. He was elected Sheriff of Essex County in 1991 and re-elected to that position in 1994 and 1997. The Bureau of Narcotics is part of the Sheriff’s Department and is a highly trained and specialized unit that conducts undercover and surveillance operations throughout Essex County.
In May 1997 the Essex County Executive and Board of Chosen Freeholders requested that the sheriff take command of the Essex County Division of County Police and the Office of Emergency Management. In the short time since he has assumed jurisdiction over these vital county agencies, significant improvements have been made to insure the safety and well being of the citizens of Essex County.
Crimestoppers was founded by contributions from the private business sector in 1987. This non-profit corporation is designed to encourage cooperation between citizens and the law enforcement community to help solve crimes. The program uses case rewards as an incentive and provides anonymity to callers.
The Internal Affairs Unit of the Essex County Sheriff's Office is responsible for "policing the police". They efficiently investigate all allegations of misconduct, corruption or violations of the department's rules and regulations. The officers of Essex County Sheriff's Civil Process Division serve the Superior Court's Civil Section in much the same way as sheriff's detectives serve the court's Criminal Section. Civil Process detectives execute Summonses and Complaints, Writs of Execution and Writs of Possession, in addition to other court orders.
